Services:  Under Congressional mandate, the federal Universal Service Fund (USF) supports this program, which discounts basic monthly service and initial installation or activation fees for telephone services at the primary residence for income-eligible consumers.

The Federal Communications Commission, assisted by the Universal Service Administrative Company, administers the USF. Lifeline Assistance provides discounts on monthly service at the primary residence of the qualified subscriber whereas Link Up America helps income-eligible consumers initiate service by helping out with the costs for the link-up.  Native Americans living in reservation communities experience similar benefits.
